3 tablespoons oil
2 medium onions, chopped
2 cloves garlic, finely chopped
1 kg beef (such as sirloin or top round), cut into small cubes
1 bay leaf
Salt to taste
Pepper to taste
1/2 cup tomato puree
4 cups water
2 beef bouillon cubes
1/2 cup dry red wine
1 green bell pepper, chopped
500 g small onions

Preparation method
